What about Family Separation Allowance?

There are three situations in which you may receive FSA.

  • If you received orders to NIMITZ after 1 January 2015, you were directed to move your family to Bremerton. If your family has moved to Bremerton, and you have updated your Page 2 to reflect their new address, you are entitled to FSA from the date your family moved to Bremerton until we arrive early December. Personnel clerks are verifying this entitlement as new Sailors check in and are reviewing all personnel who have checked in since 1 January to make sure the entitlement is started. If you think you are entitled under this situation, have your HPC Coordinator forward your name to the Personnel Office.
  • If you ARE NOT entitled to an HPC certificate and forced to leave your family in Everett, you will be entitled to FSA from the day we depart.
  • If you ARE entitled to an HPC certificate, but choose not to accept one, you must sign the required Page 13 refusing your entitlement, and you will not be eligible for FSA-R. You will still be able to request BAH based on dependents location. (DOD FMR Volume 7A Chapter 27)

I am married to another military person, what do I have to do for spouse co-location?

You are required to have 1 year onboard prior to requesting spouse collocation. Once the 1 year minimum is met, cases will have to be worked through your applicable detailers. Further guidance may be found in MPM 1300-1000.

I have an Exceptional Family Member (EFM), what do I have to do?

Contact the ship’s EFM coordinator, who will work with the EFM Coordinator at the new PDS to verify services.

I received my orders to NIMITZ after 1 January. If my family is in Bremerton, will I be entitled to ship anything from Everett to Bremerton for myself?

  • Household Goods: Answer is based on your total HHG weight allowance in conjunction with your PCS orders. For example, if you are authorized 11,000 pounds of HHG based on your paygrade, and you only shipped 9,000, you can do a “split shipment” and ship 2,000 pounds of HHG from Everett to your new residence in Bremerton. If you used all 11,000 pounds authorized, the government will not ship any more. Contact the personal property office for more information.
  • Vehicles: You may be issued a homeport change certificate with the same entitlement as a single Sailor in order to move your vehicle.

How do I apply for childcare at the Child Development Center (CDC) on base? What are the approximate wait list times and priority? How do you move up on the wait list?

Requests for information and applications for childcare at the CDC can be directed via email to childcarerequest.cnrnw@navy.mil or fax it to (425) 304-3385 (in the subject line put "REQUEST FOR CHILDCARE") or for additional information you may call 888 463-6697. Waiting list times are subject to the age of the child(ren) and your category for care (i.e. Single Parent, Dual Military, Working Spouse, Non-working Spouse, Spouse attending school etc.). When openings become available, you will be contacted based on your application date and the projected date of arrival to Bremerton that is provided on your application. If care is not available at the CDC, you may also request a listing of available licensed Family Childcare Development Homes (CDH) in the local area or area where you will be residing. You may submit an application/request for care upon receipt of your Homeport Change Certificate (HPCC).

If I leave my family in Everett, then get my orders after 31 December 2015 to leave NIMITZ, will I be able to move my family?

Yes, you may use your new PCS orders to move your family from Everett to your next duty station under the “travel via old homeport” rule (JFTR U5120-F6).

I have less than 12 months onboard after the COHP (PRD/EAOS before 31 Dec 2015), what are my options when it comes to orders?

If you accept an HPCC, your PRD will be adjusted to a minimum of one year onboard after arrival. If you are not authorized a HPCC, you will need to work with your Homeport Change Coordinator and Departmental Career Counselor.

You may move family to Bremerton, WA anytime within the 12 months of the effective date on the HPCC.

Families may stay in Navy Housing in Everett for the duration of the yard period. This situation will be re-engaged when NIMITZ’ homeport following the yard period is announced. If you are remaining in Everett Housing, you MUST request to receive BAH based on dependent’s location.

Will I receive Dislocation Allowance (DLA) if I move my family from the old homeport to another location, other than the new homeport?

Yes, but only one DLA payment is authorized per move. If you choose to move them to the new homeport later, you will not be authorized DLA or government funded travel. Sailors requesting to relocate dependents to a location other than the new homeport should request a Designated Place move.

When we receive the approval message and when HPC Certificates are issued as long as your department can support you being absent. Contact your chain of command.

Can my spouse arrange and execute my HHG move if I am not home?

Yes, as long as they have a power of attorney to move your household goods. Contact the Legal Department for more information.

I need to break my current lease… how do I do that?

With a HPCC/PCS orders, you will be able to terminate a lease under the Servicemembers’ Civil Relief Act. Those who aren’t entitled to a HPCC will get a Statement of Deployment letter to present to their landlord.

Can I go to Bremerton under no-cost TAD orders to find housing?

Yes, per MPM 1320-210, your Chain of Command can authorize up to 10 days house-hunting TAD.

Be advised that there are many hotels that are available to military personnel at a discounted rate under the local Military Value Program (MVP). This program is designed to provide military personnel with affordable temporary lodging in the Bremerton commuting area. Contact the Housing Welcome Center in Bremerton for further information. Most of these hotels are also pet friendly.

You may also visit the Automated Housing Referral Network at AHRN.com. These properties are located under “Temporary Lodging” and will be identified as MVP Partners. AHRN is operated by the Department of the Navy and registration is free.

I am a married Sailor or a Sailor claiming dependents, when will my BAH change to the Bremerton rate?

Everybody’s BAH will change upon the effective date of the Homeport Change. Sailors with dependents who are not moving may request BAH at dependent location. See your departmental HPC Coordinator for details.

I am a single Sailor, what do I need to do to keep my BAH?

Single E5 and below must request to receive BAH in Bremerton and provide a copy of a lease or mortgage. Single E6 and above will automatically receive single BAH as long as they are not occupying government quarters. There is no situation where a single Sailor would be able to keep Everett BAH.
